Furthermore, the bill completely eliminates recreation and responsible forest management on 1.5 million acres of federal land across multiple states. ACU supports growing American energy production, and opposes the federal government's enormous holdings and gross mismanagement of public land.

ACU opposes this ploy by Democrats to prey on children who are not yet mature enough to comprehend the outcomes of their policies.

The George Floyd Justice in Policing Act of 2021, sponsored by Rep. Bass (D-CA), serves as an all-out attack on law enforcement and would have tremendous negative consequences on local communities and public safety. The bill contains numerous provisions that would expose officers to such great criminal and legal liabilities that they would be unable to properly carry out their duties as public servants. Additionally, the bill would essentially federalize local police departments, while doing nothing to address collective bargaining agreements which protect bad cops by making it nearly impossible to fire them. ACU opposes the promotion of lawlessness through the leftist notion of "defunding the police" and opposes this measure which harms public safety.

The "For the People Act," sponsored by Rep. Sarbanes (D-MD), should be titled as the "For the Politicians Act" as it attempts to improve chances of election victories for Democrat politicians at the federal, state and local levels. The bill contains countless provisions which weaken election integrity and promote vote fraud such as same-day, online and automatic voter registration. The bill also imposes a myriad of new campaign finance disclosure requirements and even makes Election Day a federal holiday. ACU opposes this partisan political ploy which infringes free speech and disenfranchises legitimate voters by increasing the risk of voter fraud.
2021-03-11	Establishing a Costly and Burdensome Barrier to Exercise Second Amendment Rights via the "Bipartisan Background Checks Act" [HR8]	Passed (227-203)
The so-called Bipartisan Background Checks Act of 2021, sponsored by Rep. Thompson (D-CA), would make it more difficult for law-abiding citizens to exercise their Second Amendment rights by mandating "universal" background checks for nearly all private firearm sales and transfers. As a result, individuals privately selling a firearm would be forced to conduct the sale through a federal firearms licensee (FFL) and pay any fees charged by the FFL dealer. ACU recognizes that countless studies have found no correlation between imposing universal background checks and reducing unlawful usage of firearms. These sorts of legislative barriers do nothing to stop criminals from engaging in additional criminal behaviors; they just make it more difficult for law-abiding citizens who are not committing crimes to exercise their constitutional rights.
2021-03-17	Violating the Constitutional Amendment Process in Order to Advance the Long-Expired Equal Rights Amendment [HJRES17]	Agreed To (222-204)
This resolution, sponsored by Rep. Speier (D-CA), seeks to ratify the left's Equal Rights Amendment (ERA) to the U.S. Constitution by eliminating the 1979 ratification deadline. The ERA has nothing to do with treating individuals equally, but instead is a tool that was introduced by the left in 1972 to provide judges with carte blanche authority to abuse the legal system, including attacking the private sector and providing "rights" to abortions. Proponents of the ERA failed to meet the congressionally established deadline (1979) for ratification by 37 states. In response, this unconstitutional resolution seeks to provide a retroactive 41-year extension.

ACU opposes this infringement of Second Amendment rights, and recognizes that VAWA has grown exponentially since its original passage and provides millions of taxpayer dollars to leftist organizations.

The American Dream and Promise Act of 2021, sponsored by Rep. Roybal-Allard (D-CA), rewards immigrants who entered the country illegally as minors with amnesty and full access to taxpayer-funded benefits. Under the bill, immigrants who entered the country prior to 2021 when they were supposedly under the age of 18, are provided a pathway to citizenship, including voting rights and eligibility for welfare and subsidized college. The bill even grants amnesty to immigrants with criminal histories.

ACU believes the tea-party era sequester serves as one of the last hopes for fiscal responsibility, and opposes Congress' continual action of "kicking the can down the road" at a time when the national debt is set to exceed $30 trillion.

The so-called Paycheck Fairness Act, sponsored by Rep. DeLauro (D-CT), serves as a new mechanism to enrich greedy plaintiffs' attorneys through frivolous litigation. Under the bill, employers are prohibited from asking about an applicant's salary history and must abide by multiple new mandates when determining wages for prospective employees. Additionally, the resolution forces employers to turn over detailed private wage data to the government. ACU opposes this measure which has the potential to devastate small businesses by exposing them to lawsuit abuse.

Under the bill, employers will be forced to provide annual training and education to employees, maintain detailed records of workplace violence risk and incidents, and submit annual reports to the government. ACU recognizes businesses are incentivized to maintain safe and productive work environments to retain top talent and profit, and opposes empowering unaccountable bureaucrats to saddle businesses with costly unnecessary regulations.

Chu (D-CA), weakens national security by largely stripping the President of the authority to restrict travel from countries due to the addition of "religion" as a protected characteristic under the Immigration and Nationality Act. The bill is in response to President Trump's efforts to combat terrorist activities by instituting travel bans on the countries of Chad, Iran, Iraq, Libya, North Korea, Syria, Venezuela, and Yemen, which the left has mischaracterized as a "Muslim ban." ACU recognizes that nearly every President including Obama and Biden have used this authority to protect our country and opposes the left's quest to advance an open borders foreign policy.

The Washington DC Admission Act, sponsored by Rep. Norton (D-DC), is designed to expand the power of the Democrat Party by making the District of Columbia the 51st state. Under the bill, the heavily Democratic-leaning district would be apportioned two senators in the U.S. Senate and one representative in the U.S. House of Representatives. The federal district would be reduced to a small strip of land that would include the U.S. Capitol Building, the White House and the National Mall. ACU recognizes this is purely a political measure to shift the balance of power in Congress by granting a heavily liberal region three new members. ACU further recognizes that if politicians truly cared about representation, they would ask Maryland to follow Virginia's lead in absorbing its portion of the district that was previously included in the state's borders.
2021-05-14	Expanding Lawsuit Abuse and Excessive Labor Mandates via the "Pregnant Workers Fairness Act" [HR1065]	Passed (315-101)
The so-called Pregnant Workers Fairness Act, sponsored by Rep. Nadler (D-NY), would subject businesses to lawsuit abuse by imposing a series of excessive workplace mandates on employers. Under the bill, employers with 15 or more employees would be forced to alter operations in order to afford pregnant women a series of expanded benefits including modified work schedules, job restructuring, the acquisition or modification of equipment, and various other requested accommodations. Additionally, employers would be prohibited from placing pregnant employees on leave if there is another "reasonable accommodation" available. ACU recognizes the challenges of choosing life and raising a child but believes this measure will merely empower plaintiffs' attorneys to pursue frivolous litigation against employers.
2021-05-18	Providing DOJ Bureaucrats Over-Reaching New Authority via the "COVID-19 Hate Crimes Act" [S937]	Agreed To (364-62)
This bill, known as the COVID-19 Hate Crimes Act, provides overly broad authority to bureaucrats within the Department of Justice to advance the enforcement of "hate crimes." Under the bill, the DOJ must issue guidance to state and local governments regarding hate crimes and establish online reporting, telephone hotlines and education campaigns. Additionally, the bill establishes new grant programs which direct millions of dollars of potentially wasteful spending to local governments and community organizations. ACU recognizes that "hate crime" statutes violate the double jeopardy clause of U.S. Constitution by allowing individuals to be tried for the same crime twice. ACU opposes providing bureaucrats within the DOJ over-reaching new authority -- especially at a time when they are doing things like tagging concerned parents as "domestic terrorists" for questioning actions of local school boards.

This resolution illegally establishes a committee falsely claiming to investigate the breach of the U.S. Capitol. Under House rules, Republican leadership selects members to the committee. But under this resolution, Speaker Pelosi (D-CA) can hand pick anyone she wants. In addition, this so-called committee has subpoena powers and is prohibited from investigating how Democrats were involved in illegal actions. ACU opposes utilizing taxpayer funds and resources to carry out baseless attacks on political opponents.

The so-called LGBTQ Business Equal Credit Enforcement and Investment Act sponsored by Rep. Torres (D-NY), saddles banking and lending firms with even greater regulatory costs and serves as yet another tool for plaintiffs' attorneys to advance frivolous litigation. Specifically, the bill forces financial institutions to collect and report application data regarding LGBTQ owned businesses under the Consumer Financial Protection Bureau's fair lending laws. ACU opposes this measure which imposes yet another regulatory cost on businesses and is designed to enrich plaintiffs' attorneys through frivolous litigation.
2021-06-24	Forcing Taxpayers to Fund Plan B Abortion Inducing Drugs via the "Equal Access to Contraception for Veterans Act" [HR239]	Passed (245-181)

ACU supported the Trump administration reforms which provided a better balance of environmental protection while unleashing American energy production.

Connolly (D-VA), would force taxpayers to send billions of additional dollars overseas for the creation of yet another international organization -- the so-called Global Health Security Agenda Interagency Review Council. The council will supposedly be made up of 30 countries and advance global health and pandemic preparedness. ACU recognizes that the U.S. already funds countless international organizations already performing these initiatives including the World Health Organization (WHO), the Global Health Security Initiative, the Coalition for Epidemic Preparedness Innovations, the Vaccine Alliance, and dozens of entities run by the United Nations. ACU supports an America First agenda and President Trump's actions to withdraw the U.S. from corrupt international entities such as the WHO, and opposes channeling even more taxpayer funds overseas to failed and duplicative initiatives.
2021-07-21	Imposing Excessive Regulations within the Chemical Industry via the "PFAS Action Act" [HR2467]	Passed (241-183)
The PFAS Action Act of 2021, sponsored by Rep. Dingell (D-MI), places overreaching regulations on chemical compounds that are used in thousands of consumer products including cookware, food packaging and firefighting. Specifically, the bill designates two PFAS compounds (PFOA and PFOS) as "hazardous substances" and directs the EPA to potentially designate over 7,800 other PFAS compounds as hazardous. ACU believes government action should be based on sound scientific data that demonstrate a legitimate risk to public health and safety, and opposes this bill's hasty and heavy-handed regulations that ultimately enrich plaintiffs' attorneys.
2021-09-23	Weakening National Security by Blocking Nuclear Weapon Modernization [HR4350]	Rejected (118-299)
Garamendi (D-CA) amendment to the National Defense Authorization Act, which would severely jeopardize national security by blocking funding for nuclear weapon modernization initiatives. Specifically, the bill would prohibit funding for the Ground Based Strategic Deterrent Program and the W87-1 warhead modification program, which are replacing the nearly 50-year-old Minuteman III Intercontinental ballistic missile system. ACU firmly believes in President Ronald Reagan's "peace through strength" doctrine, and supports strengthening our national security by ensuring our military is as strong and prepared as possible, especially at a time when China is deploying an enormous new nuclear arsenal.

The funds are to be doled out to institutions of higher education to "support the development and implementation of continuous pharmaceutical manufacturing." ACU recognizes higher education subsidies represent one of the largest transfers of wealth from lower-income individuals to higher-income individuals, and believes the private sector is the best institution to advance and fund this research, instead of socializing these costs onto taxpayers.

This resolution, sponsored by Rep. Wasserman-Schultz (D-FL), expresses solidarity with Cuban citizens demonstrating peacefully for fundamental freedoms and condemns the Communist Cuban regime. In July, thousands of Cubans took to the streets to express their dissatisfaction, and multiple additional demonstrations took place across the United States. ACU condemns all Communist and authoritarian governments and supports a free Cuba.

The Infrastructure Investment and Jobs Act contains over $1 trillion dollars in spending, with only a small fraction of the funds directed to actual infrastructure such as roads and bridges. The bill also contains countless new costly regulations (such as automatic emergency braking systems for new vehicles) and various other protectionist mandates. ACU opposes this grab bag of wasteful spending to benefit special interests under the guise of improving the nation's roadways. ACU supports strong privacy rights and opposes the surveillance state and government tracking of vaccination status which may be used to infringe individual liberties.
